Requirements

  • Bachelor’s degree.
  • At least 3 years of federal service or equivalent experience managing FOIA and Privacy Act requests.
  • Expertise in applying major FOIA exemptions and disclosure analysis for complex requests.
  • Expert knowledge of FOIA and Privacy Act laws, regulations, and relevant case law.
  • Proven experience processing FOIA appeals and evaluating responsive records.
  • Expert-level experience using FOIA Xpress.
  • Strong ability to evaluate complex information and solve processing challenges.
  • Strong written and verbal communication skills.
  • Ability to work independently with minimal supervision while managing statutory deadlines.
  • Proficiency with Microsoft Word, Excel, and PowerPoint.

Responsibilities

  • Review, analyze, and process incoming FOIA and Privacy Act requests and determine appropriate processing approaches.
  • Enter requests and correspondence into FOIA Xpress and government tracking systems.
  • Coordinate with program offices to obtain responsive records and communicate with requesters.
  • Track requests throughout their lifecycle to ensure compliance with statutory and agency deadlines.
  • Examine responsive records and perform accurate redactions for complex requests using FOIA exemptions.
  • Develop final response letters, memoranda, and supporting documentation.
  • Process FOIA appeals by reviewing case files and previous determinations.
  • Provide technical guidance on FOIA and Privacy Act laws and recommend operational improvements.
