Requirements:
  • Bachelor’s degree in Business, English, Communications, or a related field.
  • Minimum of [Insert Years] years of experience managing federal government proposals, with demonstrated expertise in FAR/DFARS and federal procurement processes.
  • Proven success managing proposals for government agencies, including DoD and/or DHS.
  • Exceptional project management skills, with the ability to manage multiple proposals simultaneously under tight deadlines.
  • Strong understanding of government acquisition lifecycles and proposal best practices (e.g., Shipley methodology).
  • Excellent written and verbal communication skills.
  • Proficiency with proposal development tools, such as Microsoft Office Suite, Adobe Acrobat, and proposal management software (e.g., SharePoint, Salesforce, or similar).
Responsibilities:
  • Manage and oversee the end-to-end proposal process, from pre-RFP activities to final submission, ensuring on-time delivery of compliant, high-quality proposals.
  • Interpret and apply FAR, DFARS, and other federal procurement regulations to ensure all proposals meet required standards.
  • Coordinate with cross-functional teams, including business development, technical SMEs, contracts, pricing, and legal, to gather necessary content and ensure alignment with RFP requirements.
  • Develop proposal outlines, compliance matrices, and schedules. Write, edit, and review proposal content for accuracy, clarity, and impact.
  • Contribute to win strategies, themes, and differentiators to enhance proposal competitiveness.
  • Ensure all proposals meet internal and external quality standards, are error-free, and are presented professionally.
  • Lead debriefs and lessons-learned sessions to continuously improve the proposal process and enhance future success rates.
