Requirements:
  • Must be a U.S. Citizen.
  • Bachelor’s Degree preferred; experience in lieu of degree will be considered.
  • Minimum of 10 years of relevant pricing experience preparing cost budgets and proposals, primarily for the Department of State.
  • Experience using U.S. Government-provided cost templates and building complex cost models from scratch required; must provide references for work produced.
  • Understanding of U.S. Government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA).
  • Demonstrated ability to prepare several bids at once despite shifting deadlines and priorities.
  • Experience pricing a wide variety of contract types including FFP, FP-LOE, T&M, FP-LH, CPFF, CPAF, Cost Reimbursable, and others.
  • Additional experience pricing non-U.S. clients including commercial and other sovereign clients preferred.
  • Proven ability to work effectively under time-critical deadlines and stressful situations.
  • Proficient in Microsoft Office, with advanced MS Excel skills.
  • Must have a valid passport and be willing to travel with limited notice (very infrequently).
Responsibilities:
  • The Pricing Analyst will collaborate with proposal teams, including foreign partners, to prepare competitive bids for Federal Government contracts.
  • Carefully evaluates and researches all items and determines the selling price based on market value, condition, desirability, and exclusivity.
  • Reviews U.S. Government requests for proposal (RFP) and invitations for bid (IFB) to determine specific cost requirements and ensures proposals comply with all RFP requirements.
  • Analyzes proposals including reviewing proposals for accuracy, compliance, and reasonableness.
  • Develops formats for cost proposal data to comply with client requirements and secures current and relevant indirect rates.
  • Responsible for formulating pricing solutions and models for client RFP.
  • Interprets the RFP pricing requirements and refines pricing models to align with specific instructions.
  • Works with outside vendors and subcontractors to obtain pricing for various cost components.
  • Coordinates with proposal teams and SMEs in forming bases of estimates that support pricing models.
  • Prepares pricing data and makes recommendations on methods, procedures, and techniques for pricing proposals.
  • Participates in strategy meetings and provides input on cost-related matters.
  • Examines and analyzes cost data relevant to labor, materials, supplies, equipment, and other expenditures.
  • Participates in the development of detailed cost rationale and retains backup information to support bids.
  • Analyzes contracts for relevant cost data, trends, historical data, work categories, and related information.
  • Prepares internal company Bid Fact Sheet financial input to include cash flow and internal rate of return analysis for all proposals.
