Requirements:

• 5+ years of hands-on experience in government contracting and business development.
• 3+ years solutioning and writing proposals for HHS bids.
• 3+ years of program management experience with regular client interaction in HHS.
• Advanced knowledge of HHS data, policies, and competitive landscape.
• Outstanding written and oral communication skills.

Responsibilities:

• Lead Sparksoft’s HHS portfolio, ensuring growth through sales and capture activities.
• Manage the proposal development process, ensuring quality and timely submissions.
• Build and maintain relationships with current and prospective clients and partners.
• Conduct market research to identify new opportunities and facilitate bidding processes.
• Oversee all capture activities, including strategy planning and pricing.
