Requirements:

• Postgraduate degree in social sciences or related field.
• Minimum 15 years of professional experience in research or implementation of transparency initiatives.
• Demonstrated experience in citizen participation mechanisms for combating corruption.
• Direct experience in designing or executing the National Anti-Corruption System of Mexico.
• Preferred prior work experience in international cooperation projects.

Responsibilities:

• Participate in working meetings with the Justice and Transparency project team.
• Define a work plan that includes methodology and execution timeline for the consultancy.
• Conduct coordination meetings with the technical team and National Anti-Corruption Commission (CNC) personnel.
• Serve as a liaison between the project and Mexican stakeholders to share lessons learned from the National Anti-Corruption System.
• Develop a report of recommendations based on lessons learned applicable to Guatemala.
• Collaborate on a roadmap for adopting the National Anti-Corruption System in Guatemala.
• Identify and systematize comparative legislation on national anti-corruption agencies.
• Provide recommendations for dialogue processes and strategic analysis.
