Requirements:

• Bachelor's degree in Business, Public Administration, or related field preferred, or equivalent work experience.
• Three or more years of direct capture or business development experience in federal health contracting.
• Demonstrated relationships with decision-makers in HHS agencies including FDA, CMS, and NIH.
• Practical skills in opportunity pursuit, comfortable with data gathering and stakeholder engagement.
• Clear, concise written and verbal communication skills.
• Drive and adaptability with a strong work ethic and eagerness to learn.

Responsibilities:

• Opportunity Spotting and Qualification: Monitor federal health agency forecasts and evaluate fit against ICA's capabilities.
• Capture Execution: Develop and drive capture plans, keeping leadership informed.
• Networking and Relationship-Building: Leverage contacts to gather intel and position ICA, maintaining relationships with key stakeholders.
• Proposal Collaboration: Work with proposal leads to refine capture strategies and review proposals.
• Competitive and Market Analysis: Collect intel on competitors and suggest adjustments to tactics.
• Agile Problem-Solving: Identify hurdles and collaborate with teams to address challenges.
